Heat pumps in Europe: the market is rebounding, but deployment remains two-speed.

The European heat pump market is growing again, but significant differences remain between European countries.

The European heat pump market is growing again after a slowdown that had affected several countries in recent years. The technology continues to be a cornerstone of the European strategy for electrification and energy efficiency , especially in the residential sector.

However, the European picture remains highly heterogeneous. While heat pumps are now a consolidated and widely used solution in some areas of Northern Europe, in other markets, including Italy, growth is still proceeding more cautiously, hampered by economic, regulatory, and planning factors.

 

A European market that is growing again

According to data released by the European Heat Pump Association, the European residential heat pump market will experience renewed growth in 2025 , exceeding 2.6 million units sold in the main continental markets. The total installed stock in Europe thus reaches approximately 28 million units , confirming the increasingly central role of technology in the energy transition.

The recovery is being driven primarily by countries that have invested more consistently in heating electrification policies, stable incentives, and technical supply chain development in recent years.

In particular, the Nordic markets continue to represent the European reference for the diffusion of heat pumps:

  • Norway: 662 heat pumps per 1,000 homes
  • Finland, Sweden, and Denmark: among the most mature and consolidated markets
  • Italy: 184 heat pumps for every 1,000 homes
  • Germany: 63 units per 1,000 homes
  • United Kingdom: 24 units per 1,000 homes

The comparison highlights how the diffusion of heat pumps depends not only on the climate, but also on the quality of energy policies, the cost of electricity, and the level of market preparedness.

 

Italy: Growth is present, but held back by structural issues

In Italy, the market continues to evolve, but at a pace still lagging behind that of more advanced European countries. One of the most critical factors remains the ratio between electricity costs and gas prices , which directly impacts the perceived cost-effectiveness of heat pumps.

Added to this are other critical issues that the HVAC sector knows well: uncertainty about incentives, difficulty integrating into existing buildings, still-high initial costs, and a lack of specialized skills along part of the supply chain.

The result is a market that is growing , but still in an uneven manner , where the technology is often evaluated as a simple alternative to the traditional boiler, without a real integrated approach to the energy design of the building.

 

The real challenge: designing integrated energy systems

The future of heat pumps will depend more on the quality of system integration than on sheer numerical diffusion. Performance and efficiency depend on numerous factors: building insulation, operating temperatures, regulation, storage, and interaction with other energy sources.

For this reason, the HVAC sector is now facing a broader transformation, in which the heat pump becomes part of an integrated energy system together with photovoltaics, storage, and intelligent consumption management.

In this scenario, the growth of the European market represents only the first step. The real evolution will involve the ability to develop more efficient, stable systems, and truly designed for the electrification of comfort.
