Transition 5.0, AiCARR: "Resource cuts unacceptable, solutions are needed for businesses and professionals"

The AiCARR Association expresses serious concern about the early termination of the Transition 5.0 plan, resulting from the reduction of available resources from €6.3 billion to just €2.5 billion. This measure, announced by the Ministry of Business and Made in Italy with a ministerial decree published on November 7, has resulted in the suspension of the GSE platform and the inability to submit new applications with financial coverage.

This sudden decision, just over a month before the scheduled deadline, caught businesses and professionals , including many in the HVAC sector, by surprise as they were completing the necessary documentation to access the incentives. Numerous projects already structured—often the result of complex technical and consulting efforts—now risk being left without the expected financial coverage, with significant impacts on the entire sector.

"AiCARR hopes that a solution will be quickly found for companies that have already initiated investments compliant with the plan's requirements," the Association states. " More stable, clear incentives with guaranteed resources are needed, which are essential to ensure continuity of investments and support the national energy transition."

AiCARR also reiterates that any measure to support decarbonisation and energy efficiency must be accompanied by transparent criteria and defined timeframes , to avoid uncertainties that hinder companies' economic and technical planning.
