Published in the Italian Official Journal the decree on renewable energies:

The expected Legislative Decree No. 71 of  28 March 2011 was published in the Official Journal, implementing the Directive 2009/28/CE and in accordance with the criteria established by the law n. 96 of the 4th June 2010, which defines the tools, mechanisms, incentives and the financial and legal institutional aspects that are necessary to achieve the objectives for 2020, as far as concerns the overall share of energy from renewable sources in final consumption and gross energy share of energy from renewable sources in transports.

As known, considering the risk of paralysis in the field of renewable energies, the measure has aroused the concern of many stakeholders, in particular of the category´s representative Associations.

ISES ITALY is currently working on several tables to improve the institutional measures that need an urgent change. Our proposals can be summarized as follows:
• Neutralization of retroactivity: in the decree there are retroactive effects both for operating plants (CV) and for those in construction (FV). We need a safeguard of the investments that have been already made or that are already in place;
• Auctions: it is a mechanism that does not work, as amply demonstrated by the disastrous experience (UK, Spain, Brazil and Portugal).
• Simplifications for authorizations : the burden of developing plants from renewable energies are mostly related to the high uncertainty of the procedure and to the large real duration of the authorization ( 1-2 years for the solar and 5 years for the aeolian against the 180 days of the national guidelines).

As far as concerns the energy bill, it seems that the ministerial decree is likely to be approved by the middle of April. Currently there is no certainty about the offers. Itt seems that the decision maker will not indicate roofs of annual power but a single amount of resource to be used until the reaching of the grid parity for the solar, probably until about 2017.
