NEWS ON REFRIGERANTS RULES

European law nr. 2037/2000 fixed as limit date for use and selling of virgin HCFC (for example R22) 31st of December 2009.
After this date and by 31/12/2014 it will be possible to put into existing plants, for maintenance, only recycled HCFC.
Correct management of HCFC is established by European Rule nr. 1005/2009 which specifies use restrictions.
In particular, the rule underlines the difference between “recycled” and “regenerated” products.
A “recycled” product is extracted from the plant and treated beside the plant.
A “regenerated” product is instead recovered from another existing plant and treated by authorised companies through a specific process to restore initial characteristics of the product.
Because of this difference limitations have been introduced:
-selling a “recycled” product is forbidden. It is therefore not possible to extract R22 from a plant and sell it for other plants
-all “regenerated” product must have a label stating the regenerated substance and giving information about the company that produced it.
HCFC stored by companies for maintenance or other reasons become “Dangerous Special Waste”. It won’t be possible, from a legal point of view, to use HCFC for maintenance since free emission in the air is forbidden and it is managed only by special Gathering and Treatment Centres, according to Law 549/93 and M.D. (Ministerial Decree) .3/10/2001.
