New Transitional FER-X Rules: Fast Track for "No-China" Photovoltaics

The FER-X Transitional tender reserves up to 20% of photovoltaic power for the NZIA procedure, reserved for systems with non-Chinese components. Events from September 16 to 26, volumes between 0.2 - 1.6 GW.

The Transitional FER X Decree introduces a significant innovation for the Italian photovoltaic sector: a competitive procedure reserved for systems with components not originating in China , in response to the incentives of the Net Zero Industry Act (NZIA). The Ministry of the Environment and Energy Security has defined the new operational and contingent criteria (between 0.2 and 1.6 GW). Expressions of interest can be submitted via the GSE FER-X Portal from 16 to 26 September 2025 , with rankings published within 45 days; base prices range between €65 and €95/MWh , indexed for inflation.

 

An "anti-China" tender: what has changed in the Transitional FER-X

With the Ministerial Decree of August 4, 2025 , the transitional FER-X decree introduces a fast-track system for photovoltaic systems whose components (modules, cells, inverters, and at least one other key element) are not of Chinese origin, in accordance with EU Regulation 2025/1178 and the NZIA. This is the first application of industrial resilience policies, supported by a quota of up to 20% of the maximum quota available for photovoltaics. Selection will take place through a dedicated tender: a formal commitment introduced with a Ministerial Decree of September 3, 2025.

 

Volumes and timing: from 0.2 to 1.6 GW in the ranking

The decree establishes a minimum quota of 0.2 GW , a target of 0.9 GW , and a maximum of 1.6 GW for this NZIA procedure. The GSE will calculate the actual MW tendered based on the demand curve: the sum of the expressions of interest, minus 10%, will be compared with the expected range. Expressions of interest can be submitted through the FER-X Portal from September 16 to 26, 2025 , with the final ranking to be published within 45 days or by December 31.

 

Technical aspects: prerequisites and financial levels

To participate in the procedure, plants must be registered on GAUDÌ and be considered "validated plants" before being sent to the FER-X Portal. The base prices applied are: €80/MWh (base price), €95/MWh (maximum), and €65/MWh (minimum), all updated for inflation. The percentage reduction offered is applied to the maximum price to determine the final award price, increasing transparency and economic competitiveness.
