DIRECTIVE 2010/31/EU OF THE EUROPEAN PARLIAMENT ON BUILDING ENERGY PERFORMANCES

The European Commission Direction number 2010/31/CE about energy standards in buildings has been recently published on the Official Journal. It will replace the old 2002/91/CE, starting from February 2012.

According to the EU council, buildings take more than 40% of energy consumption in the EU. This directive is an important step forward, in order to respect  the Kioto protocol, but also because “reduced energy consumption and an increased use of energy from renewable sources also have an important part to play in promoting security of energy supply, technological developments and in creating opportunities for employment and regional development, in particular in rural areas”.

After 31st December 2020, every new building must be “almost zero energy consumption”, which means very high energy performances: according to those new standards, buildings energy consumption will have to be very low, or almost void, and supplied in large part by renewable energies.
“Measures to further improve energy performance of buildings should take into account climatic and local conditions as well as indoor climate environment and cost-effectiveness (…) calculated on the basis of a methodology, which may be differentiated at national and regional level”. Those requirements will be applied to new buildings and buildings that are going to be renovated too, and will concern heating systems, sanitary water systems, conditioning systems and big ventilating systems.
