Assoclima comments on Conto Termico 3.0: focus on heat pumps and energy efficiency

The new Conto Termico 3.0 (Thermal Account 3.0) , the instrument that incentivizes energy efficiency measures and thermal energy production from renewable sources, was published in the Official Journal no. 24 on September 26. This represents a significant update to the existing mechanism, confirming the key role of electric heat pumps in Italy's decarbonization process and in reducing consumption.

Assoclima , the association of air conditioning system manufacturers affiliated with ANIMA Confindustria, welcomed the innovations introduced by the decree.

President Maurizio Marchesini underlined that Conto Termico 3.0 valorises heat pumps in all possible configurations, offering incentives not only in case of installation as the only technology, but also in combination with condensing or biomass boilers (bivalent systems) or as add-on solutions integrated with existing condensing boilers (less than 5 years old).

Thanks to this more flexible approach, the decree expands opportunities for electrifying consumption, improving the energy efficiency of Italy's building stock. Furthermore, it recognizes the role of heat pumps as driving technologies in integrating with photovoltaic systems and electric vehicle charging stations, key elements of the energy transition.

Assoclima also appreciated the extension of incentives not only to the residential sector and public administration, but also to tertiary sector users, thus expanding the pool of beneficiaries.

The new Thermal Account 3.0 will enter into force 90 days after publication in the Official Journal. Assoclima now hopes that the Implementation Rules will be quickly updated with the involvement of operators, thus ensuring clarity and stability of the mechanism.
