Approved by the Council of Ministers the Law Decree on Renewable Energies

After a heated confrontation, even within the government itself, the Council of Ministers today approved the Law Decree implementing the 2009/28/Ce Directive of the European Parliament and of the Council of 23 April 2009 on the promotion of energy from renewable sources, for which environmental associations and of groups of the renewable energy sector have expressed strong concerns.
Yet the final measure is not circulating, but it seems that for the realization of photovoltaic grid-connected electricity will not change anything by 31 May 2011. For the subsequently connected loads, however, a ministerial decree will be expected by 30 Apri 2011, that will remodulate rates and determine the cap on incentives.
The limit is maintained for the realization of photovoltaic systems on land up to 1 MW, that has to be located at a distance not inferior to 2 km from other plants of the same type. The decree also stipulates that the installation of photovoltaic systems must not be used more than 10% of the area of agricultural land at disposal.
In terms of Green Certificates it seems that a reduction in the value of 22% have been kept even for already promoted plants.
The final decision will then be submitted for signature to the President of the Republic, Giorgio Napolitano, but it seems that the requests supported since months by the association have been disregarded.
