The project QualiCert: guidelines for the certification of installers’ competence as far as concerns renewable energy.

QualiCert manual is a guide for the certification and qualification of installers of small-scale renewable energy system: photovoltaics, solar thermal, biomass, and geothermal heat pumps.
Europe promotes training for certified installers for the production of renewable energy; the manual was written thanks to the participation of all European associations of producers both of small and medium size plants, and it collects the results of two years of community project .
The guide presents the success criteria for accreditation and certification, best practices and examples of best practice in Europe and identifies a procedure for certification of each professional figure recognized and shared by all the states of the European Union.
The QualiCert project was born out of the necessity to find uniform certification schemes for installers in all 27 European Union countries, in order to provide a certification that ensures both the system’s quality and the customer’s satisfaction, thereby promoting the further development of the market, in a growing area such as those of renewable energies.
The project started in 2009 and it will end in December 2011 - with the participation of ENEA and 13 other European partners; it’s function is to meet the European Directive as far as concerns the promotion of renewable energy that considers the professionalism of installers a key element for the end-user’s satisfaction.
At national level, the role that the ENEA agency plays with QualiCert is central and it consists in harmonizing and coordinating the implementation of a unified national system for these professionals.
